Northrop Grumman’s Space Sector is looking for a **mid to senior** level full-time employee in Dulles to support the Space Security Business Unit. The position is an “ **Infrastructure and external site Lead** ”. This position is expected to define, create, and manage the program(s) infrastructure (facilities, Information Technology, and associated items) to meet the needs of a distributed ground segment for an advanced space system.

This position requires background in cybersecurity processes and process gates, based on the NIST Risk Management Framework (RMF). Knowledge of the JSIG implementation of the RMF is a plus. The position requires coordination with many internal and external stakeholders, across many disciplines. You will work with various program Integrated Product Teams and communicating/presenting to senior leadership on the health of projects. You will be able to execute and communicate key concepts in support of program objectives. You should have good project management skills and must demonstrate the ability to manage multiple tasks/projects simultaneously. You should have completed EVMS/CAM training, possess a background in cybersecurity, have previously worked customer facing projects, have experience using the Atlassian suite (JIRA, confluence, bitbucket), and have worked in an agile environment. You must have the ability to travel at least three times a quarter.

**Responsibilities** :

+ Thrive in a fast-paced work environment with high expectations, significantly diverse tasks, and a collaborative team setting across all business and function levels of management and integrated employees.

+ Develop and manage project technical execution of program internal deliverables. Perform Earned Value Management System (EVMS) Cost Account Manager (CAM) duties for two accounts, track and report progress and expenditures.

+ Provide briefings to leadership and program management at IPT reviews and at major program milestones.

+ Deliver presentations to customers, executive management, and other program stakeholders. From a cyber perspective, coordinate with ISSM, ISSE, ISSO, and Security Control Assessors (SCA), and customer SETAs.

+ Support Cyber/RMF processes and boundary extension, hybrid controls and local requirements and can maintain RMF control compliance at the local sites and coordinate all thin cyber with the ISSM. (EIS, MOA, Co-use, equipment ingress egress, site assessments)

+ This includes community implementations of as IATT, ATO, connection approvals memorandums of understanding, external information system (EIS) documentation, change requests, boundary extensions, and more to remain compliant with cyber governance standards.

+ Contribute to integrated master plans and schedules.

+ Contribute to risk & opportunity management -- identification, mitigation, and realization.

+ Gather project requirements and manage work to meet strategic program and facilities requirements.

+ Organize, maintain, and display “big picture” strategic and tactical plans.

+ Adhere to all internal processes, policies, and applicable industry standards.

To be successful in this role you must:

+ Manage multiple tasks with drive to closure.

+ Be highly detail-oriented and a skilled communicator with excellent presentation abilities.

+ Be self-motivated.

+ Have proficiency in MS Power Point, Visio, Project, Excel, Word, and Outlook.

+ Have experience creating process and requirements documentations.

+ Be able to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution.

+ Be able to autonomously assess complex problems and decompose them into a plan of action while coordinating across a large and diverse team of program, business, and technical SMEs.

+ Consistently make time to seek and incorporate input from customers and understand their expectations. Demonstrate commitment and energy to meet customer needs.

This position can be filled at a level 4 or level 5.

**Basic Qualifications:**

Sr. Principal Engineer

+ Bachelor's degree in STEM (Science, Technology, Engineering, Math) discipline with 9+ years of engineering experience OR Master's degree in STEM discipline with 7+ years of engineering experience OR PhD in STEM discipline with 4+ years of engineering experience. In lieu of a degree, 13 years of applicable experience will be considered.

+ At time of application, must have and be able to maintain, a Top Secret clearance and at least ONE of the following: SCI access with a Single Scope Background Investigation (SSBI) completed within 5 years OR Single Scope Background Investigation (SSBI) completed within 5 years.

+ Must be able to obtain and maintain Special Program Access.

+ Any cybersecurity certification, e.g. Security+ 5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.

Staff Engineer

+ Bachelor's degree in STEM (Science, Technology, Engineering, Math) discipline with 14+ years of engineering experience OR Master's degree in STEM discipline with 12+ years of engineering experience OR PhD in STEM discipline with 9+ years of engineering experience. In lieu of a degree, 13 years of applicable experience will be considered.

+ At time of application, must have and be able to maintain, a Top Secret clearance and at least ONE of the following: SCI access with a Single Scope Background Investigation (SSBI) completed within 5 years OR Single Scope Background Investigation (SSBI) completed within 5 years.

+ Must be able to obtain and maintain Special Program Access.

+ Any cybersecurity certification, e.g. Security+ 5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.

**Preferred Qualifications:**

+ Strong technical background and communicator with the ability to clearly and concisely brief executive forums.

+ The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored, and retrieved in a manner that effectively meets program and stakeholder needs.

+ Previous technical program integration experience is preferred.

+ CISSP

**Salary Range:** $118,000 - $177,000

**Salary Range 2:** $146,300 - $219,500

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
