GDIT is looking for a highly motivated and experienced Countermeasures and Integration (CNI) Subject Matter Expert (SME). This CNI SME understands and has experience with all aspects of the Department of State CNI program and provides expert guidance on CNI issues. The CNI SME has experience supporting U.S. Department of State CNI requirements in multiple overseas and domestic locations in potentially high-threat environments. The CNI SME is an expert on engineering, future CNI system identification / development, system validation and interoperability, generation of bills of material, program logistics, fielding and sustainment of multiple vehicle mounted electronic countermeasures (ECM) platforms, dis-mounted ECM systems, Counter Unmanned Aerial Systems (CUAS), and purpose built CNI systems.
The CNI SME understands and has experience with Protective Technology Operations, Global Secure Communications (GSC), Vehicle Integration and Uplift, Mobile Video Systems (MVS), as well as Sense and Warn (S&W) systems and operations to ensure all CNI projects and fielding performed within the Configuration Management guidelines established within Protective Technology Branch. The CNI SME has experience working with with DS senior management and Regional Security Officer (RSO) to clarify requirements and formulate a fielding plan for CNI equipment and personnel.
HOW A CNI SME WILL MAKE AN IMPACT:
+ Supports the Program Manager (PM) and Deputy Program Manager (DPM) in delivering protective technology services worldwide
+ Maintains a strategic relationship with Department of State (DoS) leadership
+ Demonstrate expert leadership and direction in the application of program management principles, methods, or tools as they relate to the project design, planning, coordination and oversight of mission-critical CNI systems
+ Conduct strategic planning, program development, and design and management of CNI Program functions critical to the activities and functions associated with the deployment of CNI projects in DOS facilities worldwide.
+ Delivery on long-term efforts that will establish precedents and will potentially have international impact upon worldwide security operations.
+ Provide oversight, guidance, and coaching to staff and be responsible for the development of project plans, schedules, and spend plans
+ Work with staff to develop operational efficiencies through automation, continuous improvement, and keeping pace with current protective technology trends
WHAT YOU’LL NEED TO SUCCEED:
Required:
+ Minimum of 15 years’ technical experience in technical support for modern CNI systems for the Department of State
+ Expert knowledge of radio frequency (RF) theory, principles, and the effects of CREW systems operation in an electronic countermeasures environment;
+ Understanding of Improvised Explosive Device (IED) emplacement tactics; demonstrated mastery in developing Techniques, Tactics, and Procedures (TTP’s) for deploying vehicles equipped with ECM systems based on the national, local, and immerging Remote Controlled Improvised Explosive Device (RCIED) threat.
+ Exceptional expertise in program management to ensure that all phases involved in the planning, development, design and implementation of overseas security projects are orchestrated seamlessly; demonstrated skill in managing and directing multiple and unrelated projects; discern and analyze critical scheduling issues and develop alternative program implementation options as required for effective security support operations
+ Position requires self-motivation and the ability to work effectively under minimal supervision. Must demonstrate the ability to interact with all levels of an organization in a professional, diplomatic, and tactful manner
+ Must demonstrate a good attitude and ability to work as a member of a cohesive team
+ Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects, and have strong attention to detail. Must possess excellent writing and verbal skills
+ Must be proficient with Microsoft Windows operating systems and office automation software (e.g., Microsoft Office)
Desired:
+ A bachelor’s degree from an accredited university or college in a technical field such as Science or Military Science is preferred.
Location:
+ The CNI SME duty location is virtual.
+ May be required to travel to Domestic or OCONUS locations to conduct installation, training or maintenance at diplomatic facilities. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination.
Clearance:
+ Must have a current US Government TOP SECRET Personnel Security Clearance. Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.
The likely hourly rate for this position is between $106.25 - $143.75. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
