Job Summary

Serves as the TVA architectural historian to evaluate the potential impact of TVA projects and programs on historically and architecturally significant sites and structures, both on and off TVA land. Such duties implement the agency’s responsibilities under applicable historic preservation laws and regulations and within related defined responsibilities of TVA’s formally established practices relative to compliance with federal preservation laws.

+ Identifies, evaluates, and assesses effects on the historic built environment pursuant to compliance with Section 106 and Section 110 of the National Historic Preservation Act (NHPA) .

+ Assists cultural resources staff where the built environment is a component of an archaeological site.

+ Prepares and reviews documents in support of Section 106 and Section 110 compliance.

+ Consults with State Historic Preservation Officers, the National Park Service, and other consulting parties in support of Section 106 and Section 110 compliance.

+ Supports the development and implementation of proactive preservation measures or mitigation under Section 106; develop historic preservation plans and cultural resources management plans; prepares historic resources input for National Environmental Policy Act documents.

+ Prepares or oversees the preparation of state historic building inventory forms and Historic American Buildings Survey/Historic American Engineering Record/Historic American Landscape Survey (HABS/HAER/HALS) documentation.

Supervision Received Independently performs assignments with instructions from manager as to general results expected. Receives minimal technical guidance on complex issues.

Education and Experience/Certificates, Licenses, and Registration Requirements/Other Requirements

A Masters degree in History, Architectural History, Architecture, or a closely related field is required. The candidate must meet the Secretary of the Interiors Professional Qualification Standards for history and/or architectural history (36 CFR Part 61). Two or more years of professional experience in the field of NHPA and NEPA technical input. The incumbent must have documented experience in the following: conducting architectural surveys and evaluations; conducting historical and archival research; analyzing historical data; and synthesizing data into written documents (e.g., building and structure inventories and evaluations; HABS; HAER; and Historic American Landscapes Survey [HALS ] documentation; NRHP and state register forms; historic contexts). A thorough understanding of Sections 106 and 110 of the NHPA is a necessity.

Working Conditions

Telework may be performed from within the TVA Work Area. Work may be performed about 70% virtually and 30% field work. Employees are responsible for meeting the established reporting requirements of their business unit or position, which may vary based on business needs.
