Job Description:

Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

The Program Baseline Lead is responsible for overseeing the final execution and closeout of projects within the Program Controls Office. This role supports the Project Controls Office, including cost estimation, scheduling, and performance reporting across all program phases. The Lead develops and maintains dashboards, tracks changes, and implements risk management strategies to ensure program success. They also assist the Enterprise Risk Management (ERM) program, ensuring risks are identified, tracked, and mitigated effectively across projects.

• Oversee the execution and closeout of projects, supporting the alignment with the overall Program Controls Office

• Support the development and maintaining accurate cost estimates, project schedules, and performance reports for all program phases

• Administer the change management program, tracking project progress, evaluating changes, and identifying potential risks

• Support the development and implementation of project progress dashboards and provide regular performance updates to the executive team and other departments

• Support the development and execution of the Enterprise Risk Management (ERM) program, verifying effective risk identification, tracking, and mitigation across all projects.

• Collaborate with cross-functional teams to ensure timely project completion and address any issues that arise during execution

• Maintain consistent monitoring of project milestones, including procurement, engineering, planning, and construction phases
