Contracts Manager

**Job Description**

**OVERVIEW:**

This position performs the following activities:

+ Manages the Contracts Team for GSA/GWACs

+ Ensure Option Renewals are exercised properly

+ Ensure GSA Pricelists are current, accurate, and complete

+ Coordinate with Finance any required Industrial Funding Fee (IFF) or Contract Access Fee (CAF) are reported and paid timely

+ Assist Business Winning PMO with new opportunities, submittal of RFI s, RFQ s, and Proposals when required

+ Assist Program and Pricing with requirements of Vehicle

+ Attend Vehicle Program Reviews

+ Coordinate necessary information for any Contract Assist Visit (CAV) for GSA Schedules

+ Handles Data Calls

+ Manages audit question responses both internal and external

+ Handles requests from DCAA (Payment, ULOs and Closeouts)

+ Coordinates transportation/medical expenses in field)

+ Coordinates Corrective Action Requests (CARs)

+ Manages Data in SAM/IAE Committee/CageCodes/UEI

+ Grant access requests

+ Provides Guidance to Inc./Sectors on Policy and Process Documents

+ Keeps our certification information up to date

+ Update Executive Compensation Annually

+ U.S. Navy Industrial Capabilities Questionnaire

+ Ensure Company website and internal information documents are kept current and accurate

+ Maintain necessary processes in PDSL

**SKILLS AND ABILITIES:**

+ Understanding of I&S services and general knowledge of BAE Systems capabilities and major programs

+ Knowledge of the practices and procedures of business development and marketing

+ Strong computer skills and excellent working knowledge of MS Word, MS Excel, and MS PowerPoint related software applications, ability to be proficient in FPDS/eSRS/HICX/Cost Point.

+ Ability to work in databases and apply search processes in finding information on small businesses

+ Excellent people skills

+ Must be able to continually interface effectively with people on the phone or through video platforms, at trade shows, in meetings and other places, as well as internally in I&S Sector.

+ Must possess outstanding communication skills, both verbal and written

+ Willingness and ability to travel locally, and to work small business events independently, when warranted.

+ Understanding of Government Regulations (FAR, DFARS, etc)

+ Understand GSA Schedules

+ Able to read a contract and understand applicable requirements

+ Able to coordinate and submit any required deliverables per the Contract

+ **QUALIFICATIONS:**

+ Bachelor s Degree required with a business management/administration focus.*** **Preferred** .

+ Must have excellent written and verbal communication skills

+ Must have strong analytical skills in the use of Excel. Ability to develop professional relationships with management, peers, vendors, subcontractors and customers

+ Experience administering Contracts and/or GSA Schedules

+ Experience with DCMA

+ Experience with DFAS

**IMPACT:**

+ The impact of not filling this role is huge. We would have a gap in

+ administering our Key Government Systems (SAM)

+ loss of consistency in our representations and certifications

+ relationship with DFAS and DCMA on contractual issues

+ PDSLs would go unattended

+ GSA would be missing senior level input

**Required Education, Experience, & Skills**

**Required Education, Experience, & Skills :**

+ Bachelor's Degree and/or Master's Degree(s)

+ US Citizen

+ Strong hands-on knowledge of, and experience with, FAR and DFAR and export regulations.

+ Strong knowledge of policies.

+ Proven ability to lead a team.

+ Experience with agreements to support business development, program management and Finance.

+ Experience dealing with the US Government Agencies like DCMA and DFAS

+ Must have excellent verbal and written communication skills as well as the ability to prepare spreadsheets and presentations.

+ Must also be an independent, take-charge, self-starter able to identify gaps or issues, develop solutions, and implement changes as needed with minimal oversight.

**Pay Information**

Full-Time Salary Range: $113080 - $192280

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
